Understanding Quebec Immigration Rules

If the Quebec province has selected you and offered you Quebec Selection Certificate, then you should apply to Immigration, Refugees and Citizenship Canada (IRCC) for Canada PR
The Quebec Province intends to bring changes to Quebec Experience Class or PEQ.

Eligibility Requirements for Quebec Experience Class
The applicant in the recent past should have got an eligible diploma from a recognized Quebec School.
In the past two years, they must have gained a minimum one year of skilled work experience in the Quebec Province and they must be presently working full time in Quebec.
Previously, the applicants needed work experience for below occupations designated under Canada's National Occupational Classification (NOC)
Skill Type O
Skill Level A
Skill Level B
 Presently the above requirement is scraped and this has helped the applicants belonging to occupations designated Skill Level D as well as Skill Level C.  All those applicants who are currently eligible under these skills categories can apply for CSQ under Quebec Experience Program.

Other Major Changes Include
Permitting the common law partners and accompany spouses of all eligible applicants who are currently working in the Quebec Province on open work permits to showcase themselves as principle applicants for CSQ applications.
The Quebec immigration system is most independent and it relies on Canadian government only to get approval for the applicants it selects for permanent or temporary residents.
