The government‘s of Canada and Quebec are moving in the
opposite direction in the immigration intakes. Canadian government is
increasing their Multi-Year Million targets to increase immigration, whereas
the Quebec province is lowering its targets for immigration.
After, the Quebec government change in 2018, it has been was
anticipated that, the Quebec immigration will come with many
changes.
Quebec has a special association with the Canadian federal
government. The province has its own immigration system and rights to select candidates.
However, Quebec follows a two-step immigration process, i.e.
- A selected application for obtaining an Certificat de Sélection du Québec (CSQ); and
- An application for Permanent Residency to Canadian Federal Government.
The Coalition Avenir du Quebec (CAQ), which is a new
government of Quebec, has raised an issue for the 2018 campaign, i.e. it has
reduced its plans for immigration. Nearly 20% of the immigration has been
reduced for the coming years. The new 2019 immigration goals introduced by the
Coalition Avenir du Quebec (CAQ) have set smaller immigration targets, i.e. the
immigration levels are reduced from 31,200 in 2018 to 23,450 in 2019.
Similarly, the spots for refugees living outside of Canada, and other
categories are expected to be dropped.
On the whole, the new province plan of Quebec estimates to
accept a total of 40,000 immigrants into Quebec. Among the total, 72% of immigrants will be
selected by the Quebec with a CSQ. 59% will belong to economic immigration and
41% will be the applicants having French language ability.
Hence, with the latest changes and needs of the Quebec
immigration government, it is clear that the Quebec is reducing its immigration
numbers, while Canada is increasing its immigration numbers to millions. Canada
immigration government has set a goal to welcome newcomers over one million by
the year 2021. Also, it feels immigration as the right way to increase its
population and meet the labour market needs.
