Indeed, one can apply for SINP without having any employment offer in hand. Furthermore, OID subcategory accepts the applicants with limited linguistic ability as low as CLB 4.  
 

Nova Scotia Nominee Program (NSNP):

The NSNP is becoming more popular to attain Canada PR in 2019. It has accepted about 2,272 applications last year. Nova Scotia Demand Express Entry Stream (Category B) is a more renowned category as it approved 1400 applications without any employment offer in hand.

Manitoba Provincial Nominee Program (MPNP):

MPNP has becoming popular to attain  Canada PR in 2019 with its Expression of Interest (EOI) system also.
